$\Rightarrow \text{mg}={\text{V}}_{\text{immersed}}\times {\rho }_{\text{w}}\times \text{g}$

$\therefore \text{m}={\text{V}}_{\text{immersed}}\times {\rho }_{\text{w}}\times \text{g}$

$\Rightarrow 700g={\text{V}}_{\text{immersed}}\times 1\text{g/cc}$

$\therefore {\text{V}}_{\text{immersed}}=700\text{cc}$

Hence the volume of block present outside the water

$=\text{Total}\text{volume}-\text{Volume}\text{immersed}$

$=1000\text{cc}-700\text{cc}$
