A bill to change the boundaries of states may not be submitted to Parliament without the President's approval.
Article 3 of Part I of the Indian constitution discusses changing the areas, boundaries, and names of existing Indian states. Parliament has the legal authority to create a new Indian state by separating a region from any existing state or by merging two or more states or parts of states. Parliament can also change the boundaries of the Indian state or even change its name. But first, the President has to recommend a bill on the topic. It is then sent to the legislature of the affected state so that the state government can express its views within a specific period.
