Any body can absorb heat. If it is at temperature above 0 K, then it radiates as well, as per Prevost theory of heat exchange.

Ice is not a black body because ice does not absorb 100% heat that falls on it. It reflects some part. Whereas a black body by definition absorbs all heat that falls on it.
