  A candidate needs the approval of the Chinese Communist Party before contesting elections in China. China holds regular elections every five years to constitute a parliament called Quuanguo Renmin Daibiao Dahui or the National People's Congress. The National People's Congress(NPC) has the authority to appoint the President of the country. There are about 3,000 elected members from all over China in the NPC. The military elects some members. Candidates need the acceptance of the Chinese Communist Party before running for election. In the 2002-03 election, only members of the Chinese Communist Party or eight of its smaller alliance parties were allowed to vote. The Communist Party always forms the government.
