The kinetic energy of the car increases by 16 times.
The  kinetic energy of a body depends upon the mass and velocity of a body. The formula for kinetic energy (K.E.) can be expressed as
     K.E.=12mv2
where m is the mass of the object and v is its velocity.
It is given that speed is increased by four times. Therefore,
new velocity(v')=4v.
New kinetic energy KE' will be
KE'=12m(4v)2
