Let the number of horses is 2x.

So, number of men = 2x

According to question,

$\begin{array}{l} \Rightarrow 2 x \times 4 + x \times 2 = 70 \\ \Rightarrow 8 x + 2 x = 70 \\ \Rightarrow 10 x = 70 \\ \Rightarrow x = 7 \end{array}$
