A close relationship developed between the town and the countryside under the system of proto-industrialisation. There was large-scale industrial manufacturing for a worldwide market even before factories began to dot the landscape in England and Europe. This stage of industrialisation is referred to as proto-industrialisation. In the seventeenth and eighteenth centuries, merchants from Europe's cities began to move to the countryside, lending money to peasants and artisans and convincing them to produce for an international market. Poor peasants who had previously relied on common lands for subsistence were forced to seek alternate means of revenue. Many had little plots of land that could not support all members of the household. As a result, when merchants approached them and offered advances to produce goods for them, peasants agreed.
