A federation must have at least two levels of government. Federalism is a form of government in which a central authority and sub-national constituent parts share power. One is the national government, which oversees issues of critical importance to the nation. The others are provincial or state governments that handle much of the day-to-day management of their state. These two tiers of government each enjoy their independence in authority. A two-tiered form of government was initially outlined in the Indian Constitution. The state governments represent the provinces, whereas the Union Government, or Central Government, represents the Union of India. Later, the constitutional institution of Panchayats and Municipalities provided for the third level of government.
