In the 13th century, the Delhi sultanate concentrated its power and attention on the heavily fortified towns occupied by garrisons. Garrison means fortified settlement with soldiers. Delhi sultanate had a garrison town in Bengal and Sind, away from Delhi. They find it important to avoid rebellion, war, and miscommunication. The main reason was the state was under the threat of Mongol invasion from Afghanistan and by the governors who rebelled. The Sultanate barely survived the challenge. Therefore, the Sultanate finds it important to check the internal affairs and to consolidate the garrison town and Hinterland. Hinterland means the land adjacent to a city or port that supplies it with goods and services. The goal was to ensure a continuous supply of goods and services during the war.
