When a government pays attention to the concerns of its constituents and treats them as an integral component of the institution they oversee, we call that an administration "responsive." For instance, after a protracted period of widespread protest and discussion, the United Progressive Alliance (UPA) administration had forced to give in to the people's demands and propose the Lokpal Bill in Parliament. The fact that the government was compelled to act on the demand of the people is proof of its responsive credentials.
