An absolutist government or rule functions with no restrictions. There are no restraints on its powers. Some monarchical states and governments can also be called absolutists because all the power is concentrated in the centre. Hence they become very repressive and oppressive. To exercise their power, they would build a heavily militarised state. By the nineteenth century, especially in the 1840s, the common people saw many monarchical states and their institutions as absolutists. E.g. in France.
