The powers are centred in his hands even when several institutions are established for the work to be performed. He is the supreme authority with the power to make any law, even if it may sound absurd or unfavourable to the public, as he wishes or repeal any other law. His decision is considered final and binding. A monarchy can be called a liberal dictatorship. It depends upon the nature of the King as a whole if the subjects get to live a good or exploitative life. Great kings make great kingdoms.
