For the effectiveness of administration, settlements were divided into groups. With the spread of irrigation agriculture, the peasants became prosperous. A Group of large villages formed a single large unit called Nadu. Administrative functions, including tax collection and dispensing justice of the Nadu, were done by the village council. Vellala caste was one of the caste groups during the reign of the Chola dynasty. The rich peasants of this caste had control over the affairs of Nadu. These rich peasants did these under the supervision of the central Chola dynasty. The Chola king granted these rich peasants titles like Muvendavelan, a Velan or peasant serving three kings, Araiyar meaning chief.
