Suppose fixed charge = X Rs.
And extra charge = Y Rs.
Here,

x + 4 y = 27 ⟶ (i)

x + 2 y = 21 \to (ii)

Eq.(i) – eq. (ii), we get

2 y = 6

x + 4 (3) = 27
