In the early 1920s, a militant guerrilla movement spread in the Gudem hills of Andhra Pradesh. The colonial government enclosed large forest areas of the Gudem hills, restricting the local people from entering the forests to graze their cattle, collect fuelwoods, or practice shifting cultivation. The natives, already enraged for their lost freedom, were further instigated by the government, who forced them to contribute begar for road building. Now the hill people revolted, and Alluri Sitaram Raju became their leader. Mahatma Gandhi and his Non-cooperation movement inspired him but declared India could only be liberated by force and violence.
