Detailed Solution

We can notice that the wind is weak when driving at very high speeds. That is wind is accompanied by reduced pressure. This happens because when the wind is blown, the air particles travel at a high speed from the region of high pressure to the low pressure. Due to the high speed of the particles, they do not collide with the surroundings much. Due to this the pressure exerted by the air particles is reduced.

When blown into near the mouth, the air moves very fast creating very low pressure.
However, inside the bottle, the air still moves slowly with very high pressure.
Since the pressure inside the bottle is higher in comparison to the mouth, the paper ball is pushed out.
