The capacitor in Fig.(b) will equivalent of a parallel combination of two capacitors 

The capacitance of air capacitor in Fig.(b) is

                   C1=ε0A/2d=ε0A2d=C02

The capacitance of dielectric filled capacitor in Fig.(b) is 

                  C2=kε0A/2d=kε0A2d=kC02

Since C1 and C2 are in parallel, the capacitance C of the capacitor shown in Fig.(b) is

                C=C1+C2=C02+kC02    =C021+k=2μF21+3=4μF
