HBr addition to alkene, in the presence of peroxide, takes place through free radical mechanism.
HF and HClbond can not be cleaved by free radical. So, in the presence of peroxide, 
HCland HF do not give anit-Markovnikov's addition to alkenes.

H–Br bond is cleaved by free radical whereas H–Cl bond is not cleaved by free radical because of more bond energy
