Let speed of person be u and length of escalator be l. 

 Time taken by person to walk up on stalled escalator  =lu=90 ....(1)

When escalator is moving let its speed be v,t=lv=60  ....(2)

(1)(2)  u=2v, vu=32  2u=3v

So time taken by man in walking up the moving escalator =t'=lu+v.

t'=lu+3u2=2l5u=25(lu)=25×90=36sec.
