$I = Output intensity$
But, I = $I_{0} \cos^{2} ϕ$

Initial angle of angular w.r.t. polarizer is ${71.6}^{0}$ . To get final angle as $90^{0}$ . We need to rotate $(90^{0} - {71.6}^{0}) ≃ {18.4}^{0}$ to get $I = 0$
