Let's assume, 

A=3x, B=6x,C=8x,D=13x.

According to the angle sum property of a quadrilateral A+B+C+D=360°

3x+6x+8x+13x=360°

30x=360°

x=360°30=12°

A=3x=3×12°=36° 

B=6x =6×12°=72°

C=8x=8×12°=96°

D=13x=13×12°=156°

Therefore, the greatest angle is D=156°
