The vision of a secular state comes into play when a government announces itself to be officially apathetic to religion, i.e., when it does not support religion or irreligion. Religious teachings, rules, and lessons are incarnations of secularism. Another standard of secularism is civic judgments and actions, not political ones. All citizens, regardless of religion, are treated equivalently in a secular state. The lack of a state religion does not crucially indicate that a country is secular; there is no such entity as a state theology.
