$F_{1} = 200 N$

$e_{1} = 1 mm = 1 \times 10^{- 3} m$
$ℓ_{2}^{'} = 10.02 m$
$e_{2} = ℓ_{2}^{'} - ℓ_{2} = 10.02 - 10 = 0.02 = 2 \times 10^{- 2} m$
$F \propto \frac{e}{ℓ}$
$F_{2} = \frac{e_{2}}{e_{1}} \times \frac{ℓ_{1}}{ℓ_{2}} \times F_{1} = \frac{2 \times 10^{- 2}}{1 \times 10^{- 3}} \times \frac{1}{10} \times 200 = 400 N$
