As object is initially at rest, change in KE = $\frac{1}{2}m{v}^2$  
$\Rightarrow Power=\frac{\frac{1}{2}\times \frac{20}{1000}\times {(3\widehat{i}-2\widehat{j})}^2}{2}$ 
$=\frac{20\times (9+4)}{4000}=\frac{13}{200}=\frac{6.5}{100}=0.065W$
