The time to pass a bridge of the same length is 20 sec.

Let's assume an electric pole at both ends of the bridge.

The time to pass both of them is 20 sec.

So, total length of train+pole = 2x

For covering 2x time is 2*10=20 sec.

Hence, it is moving with constant velocity.
