Abul Fazl helped Akbar to frame the idea of Sulh-i-Kul so that he could govern a society composed of many religions, cultures, and castes.
To create a vision of government centered on the concept of sulh-i kul, Abul Fazl assisted Akbar. Jahangir and Shah Jahan both adhered to this governing philosophy. Jahangir and Shah Jahan also made use of this framework for good governance policies and the equity resources it contained. This is based on the Sufi mystic principle of "peace for all." As he worked to establish governmental institutions in a society that was predominately non-Islamic, Akbar adopted the Sufi mystic concept of sulh-i-kul and transformed it into a principle signifying amity. This was done within a highly culturally diverse India.
