According to Newtonian mechanics,  
Statement(A) : Forces always occur in pairs.
Statement(B) : Action comes before reaction  i.e  action is the cause and reaction is the effect.
Statement(C) : Out of action and reaction, any one of them may be called as action and the other as reaction.
Statement(D) : Action and reaction forces act on two different bodies, not on the same body.
