According to the 1791 French Constitution, those who were entitled to vote were known as 'active citizens'. Only men over 25 who paid taxes that were at least equal to three days of a worker's income were awarded the status of active citizens, which included the right to vote. The National Assembly, which was indirectly elected, was given the authority to enact laws by the Constitution of 1791. In other words, the Assembly was chosen by the electors who the citizens chose. The right to vote did not, however, apply to every person.
