According to the census of 1921, 12 to 13 million people perished in India as a result of famines. The First World War(1914-1919) ushered in a new era of economic and political development. It resulted in a massive rise in defence spending, which was supported by war loans and higher taxes: customs duties were hiked, and the British government enacted an income tax in India. Prices rose dramatically during the war, doubling between 1913 and 1918, causing tremendous hardship for the common people. In addition, soldiers were required to be recruited from villages, and the forced recruitment in rural regions sparked widespread outrage. Then, in 1918-19 and 1920-21, many portions of India's crops failed, resulting in severe food shortages. A pandemic of influenza accompanied this. Famines and epidemics claimed the lives of 12 to 13 million people, according to the 1921 census.
