Nationalism in Europe began to steer away from its links to democracy and revolution after 1848. Conservatives frequently used nationalist emotions to advance state authority and seize political dominance throughout Europe. Germans of the middle class had strong nationalistic sentiments, and in 1848 they attempted to merge the many German confederation regions into one nation-state ruled by an elected parliament. However, the monarchy and military, with the help of Prussia's wealthy landowners (known as Junkers), suppressed this liberal effort at nation-building. From that point forward, Prussia assumed control of the effort to unite the country. This procedure was designed by Otto von Bismarck, its chief minister, with the assistance of the Prussian army and bureaucracy.
