After 1791, the legal voting age in France was 25.
The Constitution of 1791 gave the National Assembly, indirectly elected, the power to pass laws. In other words, the electors chosen by the voters determined the Assembly. But not every citizen was able to exercise their right to vote. The status of active citizens, which includes the ability to vote, was only granted to men over 25 who paid taxes that were at least equal to three days of the average worker's pay. The remaining men and all women were classified as passive citizens. Additionally, a male had to pay the highest tax frame to vote and then hold an Assembly seat.
