After the split of 1907, the Congress was dominated by the Moderates. At the Surat session in 1907, the Indian National Congress was split into two groups: the Extremists and the Moderates. Moderates believed in "petition politics", whereas Extremists took upon more radical methods. Congress broke up because the use of the "boycott" mechanism by the Extremists was opposed by the Moderates as the latter believed that it was a form of physical force. Following the split, the Moderates began to dominate the Congress, with Tilak's supporters (Extremists) operating from the outside. In December 1915, the two groups got back together.
