Once the debate on a specific bill is over in Parliament, and it's been approved by a majority. After that, it goes to the desk of the President of India. When the President signed the Act then, it became law. If the Head of the State doesn't favour the Proposed Act, it doesn't become law. If the President does not approve a proposed bill, it is sent back to Parliament. When Parliament sends it back, the Head of the State has to sign it.
