Todar Mal was Akbar’s revenue minister. The Mughals made the majority of their money from taxes levied on peasant crops. Peasants traditionally paid their taxes through intermediaries such as local chiefs or headmen. The middlemen were referred to as zamindars. Todar Mal, Akbar's revenue minister, researched crop production prices and cultivation areas over a ten-year period, from 1570 to 1580. Based on this information, a tax was imposed on each crop. Each province was divided into revenue circles, and each crop had its own set of revenue rates. This type of revenue became known as zabt. However, Akbar observed that crop productivity varied throughout the realm. The crops planted varied according to the quality of the soil. Akbar made it mandatory for mansabdars to furnish necessary land information. He kept a record of the kingdom's overall production and revenue generated. The land tax collected one-third of productivity, and land revenue was cancelled if there was a drought or flood.
