All taxes were paid by the people of the third estate before the French Revolution. During the 17th century, French society was classified into 3 estates. Nobles and Clergy belonged to the first estate. Peasants, workers, petty officers, lawyers, teachers, doctors, and traders were included in the third estate. The people belonging to this estate were considered the lower section of society and they were not even provided political rights. They have to pay taxes but the other sections are exempted from tax payment hence all the taxes were to be paid by them.
