The bolt has to travel from the ceiling of the elevator to floor of the elevator w.r.t the elevator

$h = \frac{1}{2} (g + a) t^{2}$

$t^{2} = \frac{2 h}{g + a} \Rightarrow t = \sqrt{\frac{2 h}{g + a}}$
