By parametric form, the coordinates of the point at a distance of 23 is give by  (1+23cos θ,  2+23sin θ), this point lies on x + y = 4.
Hence  3+23(sinθ+cosθ)=4. , on squaring an b.s we get 
  sin2θ+cos2θ + 2sin θ cos θ=32 sin 2θ = 12
