For finding the month in which the variation in the two temperatures was maximum. We need to compare the blue and orange bars then we have and subtract the temperatures in the 2 years to determine the variation.
So we have,
Variation in Feb=

12 − 8 = 4

°C .
Variation in Jan

= 5 − 4 = 1

°C .
Variation in Dec

= 12 − 11 = 1

°C.
Variation in Nov

= 18 − 15 = 3

°C.
From the above calculation we conclude that, in the month of February, the variation in the two temperatures was maximum.
