Aquatic animals are mostly ammonotelic because

Ammonia, as it is readily soluble in water and is generally excreted by diffusion across body surfaces or through gill surfaces (in fish) as ammonium ions. Excretion of ammonia requires large amounts of water which is available to these animals.
