Railways were important for the movement of imperial troops and for trade. They needed wood as fuel and for the railway line sleepers. As the railway track expanded more and more wood was needed by the 1860s. As a result more and more trees were cut to meet the demands. Government gave out contracts to individuals who started cutting trees with no consideration. As a result the forests around the railway tracks had been cleared up. In 1890 a villager named Samin and the Kalangs in Java rebelled against the exploitative forest policies of the Dutch. In Dehradun, the Imperial Forest Research institute was founded in 1906.
The Bastar rebellion was started in 1910 by Gunda Dhur of the Dhurwa tribe against exploitative forest policies. He belonged to the village of Nethanar.
