Assam plantation thought Gandhi raj was coming. Plantation labourers were prohibited from leaving the garden without permission or were only sometimes allowed such authorization under the Emigration Act. For Assamese plantation labourers, freedom included having the ability to enter and exit the areas in which they were housed at will, as well as maintaining or establishing a connection with the community from where they originally came. Numerous employees opposed the authorities, fled the plantation, and returned home after learning about the non-cooperation movement. They believed that with the advent of the Gandhi raj, everyone in the villages would receive a private plot of land of their own. Still, because of railroad and steam strikes, they could not go to their homes, where police mercilessly assaulted them before being forced to report for duty.
