A federal government generally has two levels, though it may have more. In the federal system, the power is divided between the central government and the other levels of government. Power can be shared by forming a government at the union or central level, at the state or provincial level, and at the local level as a local government. The Centre usually supervises the entire country and manages the foreign affairs along with defense. The state government looks after their respective states' matters to maintain peace and justice. In India, a three-tier structure is present. The first tier is the Central Government. The second tier is the State Government which represents the states. The third tier structure was added by the 73rd & 74th Consititutional Amendment Act 1992 in the Constitution of India, which instituted Panchayati Raj instutions for rural areas and Municipal Corporations for urban areas as local governments.
