Detailed Solution

Both (A) and (R) are true and (R) is the correct explanation of (A).
The President names additional ministers on the Prime Minister's recommendation. The Prime Minister may select them as ministers as long as they are parliamentarians. A person who is not a member of Parliament may occasionally be appointed as a minister. But within six months of being appointed as a minister, such a person must be elected to one of the Houses of Parliament. The group that consists of all the Ministers is known as the Council of Ministers. Typically, it has 60 to 80 ministers of various grades. Cabinet ministers are top-ranking members of the ruling party or parties who are in charge of the key ministries. Generally, the Cabinet Ministers are the ones who meet to make decisions on behalf of the Council of Ministers. Therefore, the Cabinet is the inner ring of the Council of Ministers. There are around 20 ministers in it.
