It is not necessary that every magnetic field configuration have a north pole and a south pole. Poles are formed only if the source of field has a net non-zero magnetic moment. In case of a toroid and for an infinitely long conductor carrying current net magnetic moment is zero and hence there is no pole formation.

We cannot isolate the north, or south pole of a magnet. If a bar magnet is broken into two halves, we get two similar bar magnets with somewhat weaker properties. Unlike electric charges, isolated magnetic north and south poles known as magnetic monopoles do not exist.
