Detailed Solution

Both assertion and reason are true, and the reason is not the correct explanation of assertion.
Foreign goods were boycotted, liquor shops were picketed, and foreign clothes were burnt on huge bonfires due to the Non-cooperation movement of Mahatma Gandhi. As a result, the import of foreign clothes halved between 1921 and 1922. Gandhiji emphasised the importance of cloth and promoted khadi. Thus, merchants and traders refused to trade and import foreign goods.
Meanwhile, students and teachers began trickling back to government schools, and lawyers joined to work in government courts as there was no alternative for them. The Non-Cooperation movement had lost its pace after the incident of Chauri Chaura. There were no private institutions, and public institutions were under the control of the British government. Thus the students, teachers and lawyers were forced to return to government institutions.
