Gandhi entered into the Gandhi-Irwin Pact on 5th March 1931; by signing the pact, Gandhi consented to participate in the Second Round Table Conference in London, held in December 1931. Gandhi came back disappointed as his requests to release the prisoners were refused.
In 1932, after Gandhi returned to India, he found that the British government had declared the Congress illegal, and both Abdul Ghaffar Khan and Jawaharlal Nehru were imprisoned. The Indian National Congress was declared illegal due to breaking the Salt Law. Many steps were taken to prevent meetings and demonstrations against the British. Boycotts were prevented. Subsequently, Gandhi had to relaunch the Civil Disobedience Movement.
