Detailed Solution

Both assertion and reason are true and the reason is the correct explanation of the assertion. The Vernacular Press Act of 1878 was introduced by Lord Lytton, then Viceroy of India, and was passed on March 14, 1878. It was made to prevent seditious writing by Indians opposing British policies in India. And this act restricted English-language publications and provided the government with the right to censor reports and editorials. As a result, the British attempted to control Indian publications by levying various charges against press freedom. The act allowed the government to regularly monitor vernacular publications and regulate the portions that were largely critical of Britishers, allowing Britishers to control the opposition to their policies in India.
