The Indian government established the Second Backward Classes Commission in 1979. B.P. Mandal served as its leader. Consequently, it was called the Mandal Commission. This committee was tasked with establishing standards for identifying and advancing India's socially and educationally disadvantaged sections. The Commission issued its Report in 1980, which included several recommendations. It recommended that 27% of government jobs be allocated to socially and educationally disadvantaged groups. The Janata Dal Government finally implemented it in 1990.
