Detailed Solution

There were several reasons why poverty was so pervasive in India. One historical factor is the lack of economic growth during the British colonial government. Traditional handicrafts were destroyed by colonial government policies, which also stifled the growth of sectors like textiles. The slow growth rate lasted until the 1980s. As a result, there were fewer employment possibilities and poor income growth rates. A rapid population growth rate coincided with this. Together, these two factors resulted in an extremely low growth rate for per capita income. The cycle of poverty was sustained by failure on both fronts: encouraging economic growth and population control.
Thus, both (A) and (R) are true, and (R) is the correct explanation of (A).
