The crystal lattice contains certain Fe 2+ ions that are absent in order to preserve electrical neutrality. Therefore, there are fewer iron ions present than there are oxide ions.

The lack of stoichiometry is due to the simplicity of oxidizing Fe 2+ to Fe 3+, which results in only a little part of Fe2+  being replaced by two thirds as much Fe3+.

As a result, the crystals contain two Fe 3+ ions to balance the charge for each "missing" Fe 2+ ion.  

As in the formula: 3Fe2+ = 2Fe3+  to preserve electrical neutrality.
